Some players do not have access to Crucible, or don't like playing with annoying squeakers in the Crucible. So no, this is a terrible idea.

EDIT: A [i]legit[/i] challenge? The only legit challenge in the Crucible is finding a good server, a room that isn't full of fusion rifle spammers and players that get in everyone's way, or a server with good players. PvP is just as challenging as any PvE strike or raid within your level bracket.
