If you still want a legendary Sparrow without having to hope for one from the raids, try to get a rare Sparrow from either the Crucible or Vanguard Quartermaster. They do cost 175 Crucible/Vanguard Marks. Then buy a Sparrow Drive from Xur for 23 strange coins. You can upgrade your rare Sparrow with that Drive, turning it into a legendary Sparrow with a boost trail which is colored after the Drive (for example, if you buy a "Void Drive", the boost trail will have a purple color).

Then save up some. Xur does have two Drive in his inventory every week. Doing three heroics every week should give you enough coins, provided you level up your secondary characters to at least 27. The ways mentioned are the only ways to get a legendary Sparrow.
