The way I see it, Hunters are the Christmas noobs of Destiny. Titans and Warlocks were the original Guardians, but then the Hunters showed up. They bragged, they thought they were all that, and they have no reverence for or knowledge of the customs of the other two classes. The Titans didn't care - as long as we can punch stuff, we're happy - but the Warlocks took offense.

They actually lived outside the cities and used the Traveler's Light to better withstand and dispense justice in the harsh and lawless frontier. So who knows which came first. After the tower and vanguard was created, they saw the potential in the hunters and officially gave them the position of scouters, mappers and explorers. They happily accepted since they were most comfortable out in the frontier where there were no restrictions compared to the battle-driven titans and knowledge-seeking warlocks who preferred defending the city and learning more about the Light in their arcane studies. Hunters had no time to brag mapping and exploring Earth, Venus, Mars and bringing back Golden Age relics for the warlocks and Golden Age punching bags for the titans. That way they won't have to punch the Wall anymore for entertainment.
