Masterchief had the most luck, he wasn't the strongest, fastest, smartest, or best shot of the spartan IIs. Any one of those Spartans were capable of killing 2 ODSTs at 11, and although lore doesn't cover if they did or not, they did face ODSTs in training excersice a in which they one. So no, MC is not that special. Cortana and luck are his strengths.
