Because its top tier content and plenty of people enjoy doing them solo for various reasons. Bungie knows this, they've commented in the past about unintended changes to solo players experiences, they've talked like we were a respected part of the community. And then they threw them(us) all under their developers shortbus. Presumably because they are either too lazy or too incompetent to accomplish adding matchmaking as an option instead of the rule.
