I got one with third eye, zen moment and send-it and my god is it good. Not broken good, just a really solid gun

Yeah send it is the best hand cannon perk, and I'm thinking with the upcoming nerf it'll be needed more than ever. My red hand IX has really good primary perks (performance bonus and crowd control) but the SHITTIEST others. I got field scout, ceramic jacketed rounds and snapshot. What do you think I should use? I was gonna go with field scout just so I can't run out of ammo

The only time I would opt out of field scout is if you have a bonus damage perk like luck in the chamber or final round - then you want to maximize your chance for higher damage and try to work in a fast reload somehow.
