Will Vault of glass be to hard at level 25???
want to complete the raid, I'm aware I'm a low level, currently 25, is this a too low level? or would I struggle intensely ?

As others have mentioned you will struggle especially by the end, but no one has said why. Although it says the raid is level 26, the normal raid starts at 26 and scales up to 28 by the end. So you have two choices, get a team willing to carry you, or wait until you hit level 27. A good team now might even be able to carry you through the hard raid, but you will be watching it from the death screen most of the time, no revives on hard mode!

If you have some friends that are high level they might carry you through it, me and two others carried our friend while he was still 25. Just had to make sure our other friend wiped before teleport and res when we got teleported because he couldn't hold outside by himself.

It's not impossible, but it depends on the other people in your team. If you have a bunch of 29s and 30s, you should be able to grind through but honestly, I wouldn't bother. Wait until you're 27 at least. At 25 you won't do enough damage and will die really quickly meaning the other teammates will have to carry you which is frustrating for both sides.
