If I have a bullet in the chamber and reload, the animation goes through and chambers another round into the barrel. It's not a big deal, but I like to run semi auto rifles and reload with one left in the clip to save time on animation. Especially with those guys that just sprint at you, every second I can spend shooting and not chambering a round that is already in the chamber would be awesome.
