The Forerunner Capital

Behold - The Forerunner Capital! It was quite a struggle to decrypt Mr. Bear's description of the thing, but this is what I ended up with. And I feel it turned out to be quite the sight.     As OP and I have been through; figuring out exactly how it's supposed to look isn't the easiest of things.
