There was an issue which impacted the focusing of some Kepler gear, which was addressed in today's update. Players must complete the "Explore Kepler: Fabled" quest to unlock Tier 2 focusing, and the "Explore Kepler: Mythic" quest to unlock Tier 3.[/quote] If the description described here has since updated in-game, then we hope this clarifies why you may not have been able to focus the gear in question.
