With Stadia, any anti-cheats could mostly be disabled or triggers ignored, users weren't allowed to interact with any of the game files/memory etc as Stadia was streaming only. Any hacks/network manipulation etc being done would have to be setup on Googles end. The only real cheats (may have missed some) were rudimentary attempts at aimbotting using image analysing but they never really took off for D2. With that said, the most likely reason is they simply do not want to add another ecosystem that will require further development, while they have reduced D2 staff, and the OS being requested being sub 3% (of Steam users according to Steams Monthly Survey [url=https://store.steampowered.com/hwsurvey]here[/url]).
