This completely depends on how long it takes to level. It’s hard to say for certain from what we have been shown, but I think leveling will be significantly easier than it has ever been: drops are multiple power higher than your power, can be farmed infinitely, and seemingly different activities focus different slots of gear. This essentially removes all of the RNG and time gating of power leveling, so while the total number you have to climb to is quite a bit higher than in the past, you gain power at a much much faster rate.
Also, acquiring much of the best gear is already tied to you engaging with the power grind, at least to some extent. I’m not exactly sure how this is really different other than being more reasonable in essentially every way.
I don't think it's all about light level either.
There are also the gold, platinum and diamond levels to consider.
If I was the least bit interested, I might actually do more research.
I believe this is controlled by the modifiers you apply and the base difficulty of the activity. To unlock new difficulties, you need to reach certain power thresholds. But Tier 5 will likely require at least some challenging modifiers.

I watched another video and the way to get good loot is to make it as hard as possible for yourself using negative modifiers.
Yet they've made it so you can get to max power just by grinding one specific game mode !!
What a utterly stupid idea to model a game on !!

Watched a video by fallout who spoke about this. It's a design choice to make levelling extremely grindy, saying how very few will even reach the 450 halfway cap & even less the 600 total cap,something about how only the truly dedicated will get there. I forget the finer details but basically it's gonna only be for the elite unemployed & content creators.
