It's honestly not in a bad place as a heavy, since it arc blinds, jolts, and deals 15% more damage than any legendary linear. That being said, it needs both Quickdraw and hip fire grip replaced with better perks for a heavy weapon, like vorpal and chain reaction. Also a catalyst to help with ammo economy like deconstruct and deeper pockets.
