Why on the last city destroyed tower, does this weapon need another buff?

Back then it was kept in check with consistent special ammo spawns but with many players now going double primary to avoid the jarring ammo economy, they're put at a disadvantage trying to duel it with a primary. I've prevailed many time against it but...this sandbox ain't it.
