Please unplug your console for 5 minutes to clear the cache. Plug it back in, and see if your issue is resolved.
If it isn't resolved, please provide a screenshot of the issue.
It may simply be that your installation is slightly corrupted and you may need to reinstall. Hopefully just a cache clear as mentioned above will fix it, though.

As I did mention, I have already powercycle shutdown which did nothing. I have no way of providing screen shots or videos but it is exactly as described: the blue background, white star*️⃣ fav tag appears on the finisher menu icon itself - which has the skull and circular arrow on - and can't be removed.
Does deleting and reinstalling on console have any specific procedures on console (Xbox), are there any dangers or risks to be aware of?

Turning your console off and back on again isn't the same as leaving it unplugged to clear the cache.
Uninstalling the game and reinstalling the game should have no negative effects as long as the drive you're installing it to doesn't have any defects that can cause a problem with installed files. Your Destiny 2 save data is stored on Bungie's servers, not on your hard drive, so even that won't be lost with a reinstallation.
