Ongoing issue. Loaded into Spire, everything fine... After the first encounter and the big open room you jump through, I got stuck in a vent where it load-gated me. On the other side of the load gate, the rally circle didn't have an option to actually rally. Figured maybe just that one was bugged because of the load-gating... Now I'm at Ikelous and still can't rally. Pretty rough.
