If you played it on console past the 2hr mark then the refund policy expires but on steam you can refund it anytime.

Not true, both console (xbox anyway) and steams have auto refund policies, xbox requires no usage at all and steam is 2 hours of use before both auto refunds are denied, you then have to submit a refund request for a person to read, giving a valid reason, after which it can still be denied. Either way you may or may not get a refund.
