"Strand Empowered" is what the Grapple's normal cooldown should be
Having to wait 53 seconds at [i]100 Discipline[/i] to get my Grapple back is absolutely absurd. Even with nerfed Kickstar mods, it's silly long and not worth sacrificing a grenade for at all. If this was done for PvP balancing, then simply split the cooldowns between gamemodes.
