Deleting a character fixes it, i have the EXACT same issue. https://www.bungie.net/en/Forums/Post/262319562
Reached out to bungie help and got an automated case closed response. Lets keep each other updated to see if we can get it fixed.

I had a feeling that deleting character will fix it since i can confirm it is account issue nothing to do with internet connection. Users data might be corrupted on Bungie server since they messed up with Hotfix 6.3.0.5 last week reset and might be affecting few player's account..
