Majority of the perk combos are good and designed this way as stated by Chris Proctor, to give a good roll with most drops. To get the specific roll you want is the chase for playing comp each week for many and trying to encourage prolonged engagement, certainly for people chasing loot more than rank.

There should be an Adept Rose variant that starts dropping near higher Mythic or Ascendant rankings too. No reason why it can't get a minor, better, trophy version of it as a sign that you're among the best PvP players left in this dying game.
