You're still living in pre-season of the lost. Levi is great for more than just champions now that it has proper archers tempo.

Someone did a test before and after the "buff" to the cat. It decreases the time it takes to empty the entire quiver by about 4 seconds under optimal circumstances that seldom exist in game. So. No, archer's tempo wasn't enough. It also proves once and for all that the "secret" perk on oathkeepers does jack all. "Increases draw speed". Test after test proved it doesn't do anything. Bungie like "It's working as intended so since you can't tell the difference we'll just remove the description". On the longest drawing bow in the game, it still doesn't measurably increase draw speed. So even with oath keepers and archer's temp, still crap. And all the catalyst quiver portion does is save you from having to equip bow ammo mods, because the ammo mods can't improve the quiver past 15. Levi isn't "great", it needs to have a reason to exist when there are vastly better options. At the very least it's draw speed could scale off of the players strength stat or something but gods forbid stats actually effect gameplay
