I think you misunderstand.
Without some way to read a player’s stats, which is what sbmm does, there can’t be lobby balancing. I think it was DMG04 who explained this a while back.

Agreed. I’d just add that SBMM generally makes lobby balancing much easier - less chance of an outlier upsetting the balance.
Edit: Imagine a 3v3 lobby with 3 strong players and 3 weak players. There’s no way to split that group of players into two balanced teams.
So I may change my mind and say the matchmaking and the lobby balancing are equally important in solving the OP’s problem.
