It is not bugged, its just got a very low drop rate. Keep playing, you'll get it eventually.

Idk bout that bc ive never ever had issue getting nightfall weapon to drop amd usually grind hero which makes it less drop than legend and get gun in few runs ive done 40 or 50 and not gotten one palindrome and only seen 2 nightfall weapons thats not rng thats bugged because they had to do something to change the weapon drop to palindrome ajd since then many many ppl having same issue
