Have the same problem.

Same problem here: I claimed my Triumph last night and applied the Emblem to my Hunter. I wanted to add it to all my characters but it won’t let me acquire it from the Collections. I hope Bungie fixes this ASAP as the whole point of this specific Emblem is bragging rights during the Games, and there are only days left. :-/
