Name change will come at a later date, tentatively scheduled for this winter. Bungie will inform players about this, so pay attention to the weekly TWAB for more.
For your restriction, if you've appealed already then there is nothing that can be done other than attempting to get a better ISP. This forum can not look into bans/restrictions nor help to appeal them.

"For your restriction, if you've appealed already then there is nothing that can be done other than attempting to get a better ISP" What about bungie actually fixed their -blam!-, I've seen reports, this game is the one -blam!- the biggest amount of speed to work, that's insane, not everybody lives with internet fiber, it's start to STOP DISCRIMINATE.
-
Countless players are able to play and enjoy the game with no issue, many of whom do not have high speed fiber. You were restricted because of the issues with your connection causing adverse playing conditions for other players in PvP settings. Unless you address this, you risk repeat restrictions or possibly a permanent restriction from PvP activities.
-
So it's fine to discriminate with that logic. I got banned because of my name, people with worse internet than mine, including friends of mine have a worse internet and they did not got banned. But I guess if you lay around these forums it's because you enjoys the taste of bungie's bottom.
-
I have not commented on your ban, as I do not have any information regarding that. I commented solely on your PvP related restriction which is a result of your network adversely affecting those you are matched against. There is no discrimination occurring.
-
Your name being reported will not get you restricted from anything. Restricted and banned are different, as one is limited in scope and one is permanent that prevents you from accessing the game at all. For possible reasons lead to your restrict see the 'Why was I restricted?' section here: https://help.bungie.net/hc/en-us/articles/360049517431

That's not what you said. You said you were reported for your name, not your internet.
People report me because of the name
You mentioned you have poor internet, which is what I was responding to. In the future, please make this a lot clearer. Regardless, reports do nothing beyond flag your account for investigation by a Bungie employee later on. Several others have also provided you information regarding why you were restricted. Again, I've not commented on your ban because I have no information regarding it. I wish you good day
