You can report them in-game or use the form in the Help articles section of bungie.net, https://help.bungie.net/hc/en-us/articles/360049497451-Report-Suspected-Cheating

Bungie will not send you anything related to your report. Whatever you report will be investigated. If Bungie indpendently confirms without a doubt the player violated their policies then they can be banned or restricted. But again, Bungie will not notify you of any action they did or did not take.
