Vex got the love it deserved and it probably will end up being nerfed by popular demand. The only issue I have with it is the rate of fire, as I can't really wrap my head around why it has a high range stat vs comparable Autos, good Stability, the same damage profile but also just shoots faster. Power fantasy is one thing, but it's a separate issue when it's making a whole archetype worthless just by existing.
On the other Exotics, I think Monte Carlo is fine. It's rumoured to be getting a Catalyst soon, so it shouldn't need any wholesale changes. Jade Rabbit, on the other hand, might as well not even have any perks. Zen Moment on a gun with 82 Stability and a trait that encourages you to be inaccurate for no actual benefit. I'm also interested to know what's going on with SUROS Regime, as Bungie included it in their short list of Exotics that they think need improving. Sure, no one is using it, but it's still very good.

I like the rpm change. Reminds me more of d1 vex and makes it feel a bit different. More just needs like 20% damage nerf in pve. A lot of its insanity comes from really building into it but on its own a raid exotic primary should be pretty nuts

Is that for PvP, PvE or both? 15% range down is reasonable, but 20% damage down will kill it in Crucible and leave its base form only marginally better than it was before the buff in PvE. It would also be firing more slowly than it did originally, at an arbitrary 351RPM, which is just going backwards.
