Newer exotics have a higher chance to drop, but they aren't guaranteed to trop, you must understand the difference.

See that's the thing I've heard both ways from various different sources, but I can't find a statement from bungie about it. I'd assume it was what you said, but I've also heard countless people say that the first exotic drops they got from the lost sectors were the new ones
