Slippery slope.
Scavenger should only affect starting ammo and enemies should only drop bricks with 1 ammo (0 if they are running double primary).
Any nerf worse than that is too much.

You mostly just described running zero scav mods. If you don’t run a scav mod, you pick up 1 green ammo from bodies (zero if they are running double primary) I said mostly because no matter what you always spawn with two ammo
