Anti cheat isn't that great, the software will just get patched the next day. Bungie needs to block all VPN IP ranges and block IPs when someone is found cheating. Getting their IP changed without using a VPN is a huge pain.
Tough luck to the people who need VPN to play.

Battling cheaters is an endless battle since they constantly come up with new methods to bypass the system. That’s why having a downloadable anti-cheat that detects cheating software itself, works on the back end as well to detect cheaters that slip through, automatically bans players, and is updated frequently, is a minimum requirement for a F2P game.

Yeah there's always going to be ways around it. Removing VPN access would solve a huge chunk of their problems. The issue is there's going to be innocent people that require VPN to play. Anti-cheat software with regular updates isn't very effective because it takes them weeks to update. Meanwhile the hackers can adapt and release a patch for their cheats in hours. Don't get me wrong, anti-cheat should definitely still be implemented to prevent the free/cheap versions of cheats.
