So I was trying to get a decent roll on waking vigil, because I don't have any in my vault, and so I put in the wrong runes on accident, instead of putting in a green rune in the second slot, I put a blue rune because it says "average rate of fire", and waking vigil is a 150 rpm hand cannon. Turns out that I was supposed to put in a green rune in the second slot, which says "low rate of fire", although the hand cannon I got with the blue rune is a 110 rpm hand cannon. What sense does this make? A 110 rpm hand cannon is considered "average rate of fire", compared to a 150 which is "low rate of fire"? Please switch these around, or correct me if I'm mistaken.
