When it asked you what characters you'd like too play on you chose your steam characters and then when it asked are you sure you clicked yes.

Wouldn't it still show my xbox live characters though since it is still displaying my ps4 characters. I didn't click on steam by the way it was just prompted to log into xbox live and shows no history of the 1500+hours dropped onto those characters.
