Ikora can use all 3 and so can shaxx. I think hunters are really the only class were learning all 3 is difficult since according to D1 lore few hunters can connect to the void.

I’ve only ever seen Shaxx use Arc (it was awesome when he took at that whole fireteam with a Fist of Havoc lol). Not all Warlocks can connect to Arc either. When we learn to be a Stormcaller, Ikora tells us that some Warlocks can never learn to use it. Titans also have the same trouble becoming Sunbreakers. Really, all the Taken King Subclasses are the ones that not everyone can use.
