The reason they "can't" do that is due to legal reasons. As far as I know, in some countries there are laws that state they are not allowed to sell 'loot boxes' which contains items than can also be purchased individually. Therefore having a seasonal engram with items that people can buy for silver breaks those terms.
Now, I have seen many different suggestions about a simillar topic and I think this would be the best way of 'fixing' Eververse to make it more fair. (Obviously the 'fix' would be to remove them entirely but thats not going to happen).
- Seasonal Engram: Contains all the previous 'Silver Only' purchases from the season prior.
- Seasonal Bright Dust Rotation: Continues to function as-is, containing the non-Silver Only purchases for the current season.
- Bright Dust Archive: A large collection of bright dust items containing purchases older than 2 seasons (so that the items in the seasonal engram eventually end up in this collection).
- Archival Engrams: This could serve a simillar function as the engrams do right now, but rather than being the main 'Seasonal Engram', it would instead be a seperate engram gained from say, the various events or perhaps In-game challenges?
I would appreciate feedback on these suggestions as I feel like, if Destiny is to have a store front, (which personally I am ok with if it allows for more free content such as the Outbreak quest) then it should at least be fair, predictable and attainable for an average player (if they put the work in) to obtain most of these items.
