It was also a huge mistake to remove most of Black Armory quests, i skipped the Annual Pass and returned right before Shadowkeep and tried to get in to the Black Armory stuff, but half of the quest are gone.
Its a huge cut to the Black Armory progression system and story, now its just like a simple vendor without any background for players who not played Black Armory pre Shadowkeep, i really like Ada 1, im sad.

I think he means to unlock, but those are still there. I have one character I need to unlock izanagi. I know the sniper and datapad are still there as I'm completing on my Titan and finishing izanagi on my warlock. So to my knowledge the only given one is Bergusia, which I had to play to unlock. Now you just get all the forges automatically. Quests are still there though.
