The import process was a one time process that occurred in August 2017 and it only imported Destiny characters from XBox One and PS4 characters. If you had not done the migration of your 360 characters to an Xbox One before August 2017 then they were not included in that process. There is no post-August 2017 import process, so if you characters didn't make it in at that time they never will.
