Nah bud, that sounds like something you guys need to work on in your own area, not anybody else's fault that your school (or whatever you're part of) has its rules that you fall under.
When I got out of the army and used my GI bill on college, the dorms had a strict no alcohol rule, even though I was well above 21 and used to be an infantryman. Rules are rules bud

Nevertheless, in order to prevent the use of teenagers, Bungie also decided to prevent the use of adult users too. Because there's no way to tell who's an adult and who's a minor! It means if I leave work at 10 p.m. and get home at 11 p.m., I can only do Destiny 2 for 10 minutes.

Bungie is doing what they have to do to make sure they are 100% compliant with the laws. If steam cant make 100% sure you are of age, then the safe, legally speaking, thing to do is shut it all down during the times. I am sure they would rather adults play but probably is not worth the risk of fines and other punishments to allow it.
