Is pretending to be employed by Bungie against ToS
I wasn't even doing very well and this dude comes out and threatens me as a Bungie employee.
Is there anything that can be done about people like this? I reported, but nothing ever comes of those.

Contrary to common belief, we don't warn or ban anybody for Naming and Shaming unless it is obviously done to harass other users. As for the rest, if you did nothing wrong there is nothing to worry about even if they reported you. as for them pretending, just report them and move on.
