The option telling him it's "okay" doesn't provide for taking care of the stolen property, therefore, doing that one let's him get away with theft.
I would turn him over to the Overseer which already gets the child out of the lower levels and into safety. Now he just needs to be corrected

I think that's more Chaotic Good. Also, when I thought about it, I think following the law exclusively would probably be Lawful Neutral... Idk, to be honest my groups never really worried too much about it because it always felt like being forced to play based on alignment instead of your characters personality. It also sort of restricts character growth and development. We pick them at the beginning of the game for spells and such that care about them but unless someone did a thing very against that alignment we don't mind the ruthless Neutral Evil assassin helping some street urchins out or the Paladin making a temporary deal with a devil to fight a greater evil.
