Hmm. Well since I am answering all of these in the mindset of my latest Skyrim character and not my own give me a second to change alignment. Ok now that I am in my characters mindset, What I would do is tell him it will be ok. Because it will be. For him at least. I do need a squire or apprentice anyways so in the unlikely even that I am struck down in battle someone can continue my reign of terror and fear. This kid just is the lucky one who learns my powers and continues my reign.

The option telling him it's "okay" doesn't provide for taking care of the stolen property, therefore, doing that one let's him get away with theft. I would turn him over to the Overseer which already gets the child out of the lower levels and into safety. Now he just needs to be corrected

Wait, Speaker’s Vault? Would probably try to convince him to come with me out of the Vault, since there’s no telling what he’s endured in there.
