I believe you had to be at that step in the quest in order for it to count. If you just unlocked that step in season five your season four resets will not count.

I've also reset my Valor once this week (before I got to this quest step) and it still has 0/5 completed. If what you're saying is true, wouldn't that mean it should at least be 1/5
