You have to have a certain tier masterwork.
Edit: I just realized you said exotics. I didn’t realize you could have trackers unless you had a catalyst.

Yeah you can. Learned it from a YouTube video a few weeks ago. Just look at that weapon you’d like to have a tracker on and look for the prompt. When you click on it you’ll be able to choose between crucible or vanguard
