Just because they say they made a big increase in the chance of not getting duplicates, that's not saying anything about what your first couple drops are going to be or making any sort of promise you'll get way more new stuff than duplicates. It's still a chance, not a guarantee, so what's not doing things right is expecting you're going to get something new right away. Chock it up to having bad luck.
