If everyone is using the same weapon, doesn’t that mean everyone is on equal ground?

That would be correct if everyone used the same weapon, it’s the sheep that follow the herd that use the same weapons! The rest is whining over lack off skill, I think you will find in most games that the end game meta evolves around a few weapons and the rest are either bespoke usage or vanity! Some players are better than others and those percentages only show us that one in four use them, so what’s the real problem, lack of skill!

I understand what you mean, there are some people who will blame the weapons they use instead of themselves and the way they may or may not have made a bad call on their engagement; however, I encourage you to please look at the weapons and how they feel. I think there is a clear difference between a lot of these weapons and how they scale to each other, not to mention the number of "Top 5 weapons for Crucible," things going on in Youtube.

Yes, it does; however, if everyone uses the same 8 weapons or so, it would most likely be because they are better than most of the others by a marginal amount. There is so many weapons in this game, yet a vast majority of them are rarely used, bringing up the question, "Why bother even making them or using them?"

I both agree and disagree with you; Yes, there are some weapons clearly designed for PvE while others are for PvP, however, there is still a large amount of weapons not used for both activities, due to much better weapons being present.

You can’t. Not in a way that will please the players who are currently complaining. Vanilla D2 was Bungie’s strongest effort at that. The result was a broken pve end game, and a stale, boring and infuriatingly repetitive pvp experience. The pvp in this game will NEVER be a pure test of “gunskill” in the guise of Halo. Bungie slammed the door on that possibility when they gave Guardians augmented mobility, and space magic. The only stable balancing is to balance the game like a MOBA or like Titanfall/Overwatch... which seems to be exactly what Bungie is doing right now. Which means there are going to be dominate weapons at particular ranges or for particular play styles. The game balanced itself based on which ones you choose, and how you use them. So the Mindskill necessary to manage these asymmetries will be just as important to success as “gumskill”. But anyone looking for a test off pure gunskill is really playing the wrong game.

To make all weapons viable, Bungie can do a number of things to help out the situation; one is introduce a unique perk to every single weapon (Exotics get two, of course) that may provide them a benefit in either Crucible or Vanguard events.Crucible weapons, and mainly most weapons, can have their time to kill in PvP increased, making them more valuable.

Yes; It gives each and every one of them purpose, instead of having them as collectibles or scrap materials; the Special Perk can be a set perk, just in case Bungie does make Perks rolled instead of static things. The biggest concern I can see people having is the amount of Data and Time it would take, however, it would be one of the greatest solutions present at the moment.

Here's the thing; these perks exclude rare, uncommon, and common gear. That, and the amount of time already taken for the whole of Destiny 2. I remember a quote from one of the employee's from Bungie, about "Making the 10th Better Devils being as exciting to get as the First Better Devils," or something along the lines of that. At the current predicament Destiny 2 is in with the weapons, a good start would just to make every weapon good in the first place.
