I was unable to have the game in fullscreen or in borderless in till I did this.
Right click "Destiny" application in the Destiny directory
click on properties
click on Compatibility (tab next to general)
click the box for "Disable fullscreen optimizations"
I think, dont know for sure, the "spring" Win10 update caused this.

OMG. This worked for me! Doing further research, it looks like this stupid Win10 "feature" has been causing problems for a while. The latest update actually removed the ability to manually turn this off. Good lord... Regardless, I'm back in action with full full-screen mode functioning properly. Thank you Jouka!
