Why Gary won't be destiny two's raid boss
Gary never would have wanted to take the travelers light if not for the consul, whom both share a connection such as Luke sky walker and empower palpatine.
Anywho, Gary is just a puppet.
The consul is the real enemy.

I'll would be impressed with bungie if they included him in the campaign mission and not in some stupid raid. At least I would have the chance to kick his head in and I think a lot of players out there would agree that this would be better
