[i]His proposal would cut taxes [u]at all income levels,[/u] although the largest benefits, in dollar and percentage terms, would go to the highest-income households.[/i] I see that it says the largest cuts would go to the top earners, but it also says "tax cuts at all levels" which is not trickle down economics.
