Are Splicer Intel Relays really only for the Khvostov Quest I would imagine that they would have more than one use, it seems rather pointless for them to put them in just for a Khvostov Quest that even after you complete it, you will still need them to go to the Begining Spawn, and lets face it many people will only go back once every two weeks or even longer.
