Somewhat random but I've noticed they spawn in the archons forge area more often

I've been at this for over 2 hours. I know what assassination patrols look like. I know the go to orbit trick, start a different patrol / cancel, etc. NOTHING is working. I've gotten 1 and bounced from orbit 10+ times, done every patrol on the planet twice and nothing. Needed 2 to begin with. TERRIBLE game design. More BS from bungie.

Actually, I found several assassination patrols. I went back past the Rocket Yard and there were several. There is also a decryption challenge somewhere there. Thanks for everybody's input & assistance. I was able to complete the quest.
