It goes as such: Prison of Elders is reworked and light leveled-up to the new light cap. Starting at the lowest light arena, you get "taken" VoG gear. Then "taken" crota gear, so forth and so on. And at the highest level, "taken" versions of any of the raid gear drops at the highest light, randomly. This includes weapons. Have a good day with this knowledge in mind.
